Database Restore not working?

I tried a few times to Restore a db through the Tools->Database Backup Manager, and never had success. I had to import the data through phpMyAdmin.

Is this normal? Is there a setting off? I have tried on several different accounts, this most recent locally with a wamp. I'm concerned if I make too many changes and can't successfully restore it.

Can you describe in more detail what happens ... is the server timing out? Do you see any messages on screen?
