i need clarification whether or not, when a customer places an order, am i suppose to get a notification email regardless if its processed or not?
Like say they go to pay with paypal, but back out or cancel
is it suppose to send me an email still.

If so it is not doing so.

No, you will only get an order email if the order is actually completed AND you have extra order emails set in the admin. If they back out, no email is sent.

That is what Recover Cart Sales feature is for. You can see who had items in their cart but didn't purchase and you can contact them to find out why or encourage to buy with a coupon or whatever...
