Default Two zones within the U.S.

I'm trying to setup a separate zone for Alaska, California, & Washington...
Since zone is based on country codes, how do I make this work?

Should I do this with the table rate instead?

I'm actually setting up a qty based table rate but AK, CA, & WA have a higher shipping cost... I've just set all the weights to 1 lb to make this work...

Create a tri-state zone and a US zone.
Both obviously USA but with the relevant states in them.
