Back button changes shipping

I have had problems with the PayPal IPN v2.4 module, which will change the shipping rate to the first digit of the correct rate using either the back button or the breadcrumb trail. For example:

7.50 becomes 7.00
9.99 becomes 9.00
99.99 becomes 9.00

This was resolved by changing to per item rather than aggregate within the paypal settings. I had originally thought that this was a shipping module problem and posted in the table rates forum, however it does seem to be a Paypal IPN issue.
