Cannot redeclare tep_set_banner_status()

I am receiving the following message when I try to access the default catalog page:

Fatal error: Cannot redeclare tep_set_banner_status() in c:\program files\apache group\apache\htdocs\librairie\catalog\includes\fun ctions\banner.php on line 15.

Can someone tell me what I made wrong;
