Creating new shipping metods

Hello.

I need to create the shipping metod like this:

1º I only need to create three areas Portugal - Europe - Rest of World
I don't need to add each country.

2º The price of shipment depends on the number os items.

3º Does the oscommerce does the calculation of the weigt to find the better price for shipping?

4º I want customer to to choose the shipping metod he wants.

5º The weight normaly goes from 20g to 2000g.
