Taxes! Shipping! and Orders!

Please check what I did is correct.
And tell me what to do where Ive doubts.

When one client register he/she needs to pick a country from the dropdown menu.
I just want to show UE countries so I deleted all others in phpmyadmin.

Ive put this in admin:
Countries (UE countries only - its where Im going to sell for now)
Zones (All my country zones, and only one zone (UE)for all others UE countries)(if someone have all UE zones and want to share I dont mind)
Tax Zones (dont know what to put since all zones have same Tax. Do I need to pul all zones here? they are a lot)
Tax Classes - IVA
Tax rate - 19% (all products in my country have this tax even if I sell to a UE country. Client will not pay more taxes when he recieved his product.)

Payment!
Enable Cash On Delivery Module (True) I will only have this module for now.

Shipping!
this is where I've more problems!

Ive turn ON 2 modules:
Flat Rate Shipping and FREE SHIPPING.

The problem is that I want to have this rates for the Flat shipping:

I want Two Flat Rates (do I need to duplicate the first flat rate file? I think I read something about it...)
I want this rates:
Fast delivering (first flat rate):
Main Land zones (18 zones) - 5Euros |_ Same country (Portugal)
Islands zones ( 12 zones) - 6Euros |
UE zone (1 zone) - 7Euros -> all Others countries

Slow delivering (second flat rate):
Main Land zones (18 zones) - 3Euros |_ Same country (Portugal)
Islands zones ( 12 zones) - 4Euros |
UE zone (1 zone) - 5Euros -> all Others countries

Question? How can I make this?

All orders above 75Euros will have free shipping! (that Ive change the value in admin/modules/order total)

Can someone help me on this?
