Adding a border around the whole page?

Is there an easy way to add a border around the whole page? When I modify the stylesheet by adding a border to the body, in IE the border goes around the scrollbar too. When I alter the index file (I did it by adding a table - it was the only way I could think of), the change only shows up on the home page of my store. Is there another way to do this?

The easiest way to do this would to be to create your own container around all existing content such as a div. It is less code and gives you more flexibility with stylesheets. And if you want this change to show up on all of your pages, I would recommend putting the opening code to the container in your header include and the closing code in your footer include.
