Membership required

I am creating a site that will have a required membership (including a fee) to purchase anything in the cart. Does anyone know of a contrib that is close to this? I am also in need of a monthly fee processor (would prefer to keep the logic in oscommerce rather than have one of the merchant accounts set it up). Thanks for any help.
