Setup different SHipping rate for country

HI,

I'm now using same shipping rate for all of my orders worldwide. Want to know how can I set up different shipping rate for lets say Spain customers? I see under my shipping module, there is a field call Shipping Zone. I know if I create the Zone under "Locations / Taxes " then the Spain will appear in the shipping module in Shipping Zone. And that shipping module rate will apply in Spain customer only. And other country will have no shipping rate this case.

Want to know how can I slove the problem? To confirm my problem again, I want to remain the shipping rate for all countries except Spain. Only Spain have different shipping rate. How can I do that? Should I create a another shipping module for Spain only in this case? If yes, How can I create another shipping module?
