Stubborn footer Background color

I have tried switching the hex color in the stylesheet, but it will not change. The footer only stays white. I have gotten the header to the right color, but gosh darnit- this freakin thing. Can someone please help? Are there other alternatives?

you trying to change the footer backgroud color or the footer counter bar to another color?

I am trying to just change the background of the footer. As you can see in the first post, I have already switched the color, but when i upload it to the server and overwrite the stylesheet, it does not make any changes.

If you are talking about the footer with the date and requests use the TD.footer background color (not the TR, in fact I am not yet sure what this changes.). I just did this yesterday and just tested it again to be sure.
