PAYPAL IPN notification URL help

My site is almost setup to accept PAYPAL IPN.

Paypal needs an URL where they will post payment notification. Which URL do I need to use?

Is it ../catalog/paypal_notify.php

Above URL is set for the value of "Notify URL" varable in Payment Module section for PAYPAL IPN.

Also on PAYPAL IPN, it has a option for cURL (Use cURL to communicate with PayPal?), what is that used for? I have set it to TRUE, but it has note below option that
"cURL has NOT been DETECTED in your system".
Do I need to setup anything for cURL?

in the install instructions it says not to worry about the URL; something like "you don't need the URL" and to "delete the 'http://'"

if curl is not detected you will have to contact your server admin and have them set it up. Mainly used from any subscriptions or recurring payments.
