Adding and directory and files inside.

If any one have an idea about how add a directory and a file inside includes directory of admin section. I tried doing that and when i called that page from one of my pages, i got error 404(Forbidden). If any one can help me regarding that.

Direct access is not allowed for security reasons. Files must be included in php files in the main catalog or admin folder. (thus the name "includes").

thanks michael for the reply, but can u explain in detail what is to be done in case of adding multiple directories and files in any of the folder which is not directly accessed from the browser.
the procedure when we have to add files directly in the admin folder is known to me. but can u help me with case i have discussed.
