    The Wiki has the answer!

I assume you have the setting "Display Prices With Tax" in Admin --> Configuration --> My Store -- Set to True?

Do you also have customer groups set up?

If so go to, Admin --> Customers --> Customer Groups --> Select the group associated with your customers --> Click Edit --> Check the setting of "Show prices with/without tax:" (second input box down) ... any help?
Edit: Are you using osCMax? If not, ignore the tax stuff above as it is not default in osCommerce 2.2
