Default Shipping to zones in the same country

OK, so now that I have my multiple shipping zones set up, I find it doesn't help me much cause I can't specify different rates for zones in the same country.
I need to set it up so different rates apply to different zones IN the SAME country. Admin only allows zones to be defined by country codes in the modules>shipping section.

I'm having the same problem, and am looking and looking and have for 4 days for the answer. If I find it, I'll be sure to help you out, too.

I have large large items that go by freight. It cost twice as much to go to California than Texas and three times as much to Canada. But so far my cart is giving everyone free shipping no matter what I set. In addition, I have normal small items that don't cost 1/10th to ship what the big ones do. I can't get the shipping right, it's driving me nuts.

I don't remember seeing anything like this. I will see if I can find something. Take a look over at oscommerce.com downloads section.. you may find what you need there...

UPS would be cool if we had it in Africa. We have to do our own shipping hence the porblem. Thanks for the advise though. I will go check the downloads section.
