Default VAT tax for EU/not EU

Hi -

New user here. Thanks to your guide, I'm getting on well with the visual customisation of OSCommerce, but I'm having problems figuring out the way the zones work.

I am operating out of Ireland and therefore need to charge 21% VAT to EU residents, and 0% VAT to non-EU residents and I can't figure it out.

I have VAT set up as a tax and it is included in the price when displayed, and shown as such in the checkout process.

But I can't understand yet how zones/tax zones relate.

I'd appreciate any help or guidance, and apologies if this has been covered before.
