I have UPS XML and flat-rate shipping modules defined. During the checkout process there is no prompting for shipping address (or checkbox to use billing address).

What am I missing?

I have just two products setup for testing. The only way I see where collecting shipping info is skipped is when the product is of type 'virtual'.

Any help?
