Default fatal error running install

I am new to the sql/php game and am trying to setup a new store, however when I run the install I get this message in my browser.

Fatal error: Failed opening required 'includes/functions/general.php' (include_path='/home/web/includes') in /home/glenn/memento/catalog/install/includes/application.php on line 22

all of the directories are right on the server, but I can't get it to run?
Any and all help would be great.

PHP version - php-4.1.2-7.3.4
OS - Redhat 8.0
osC version - 2.2ms2
MySQL - 11.18

Your problem lies here:

OLD PHP - Upgrade this to 4.3.2
OLD Apache - upgrade to 1.3.28
Old MySQL - Upgrade this to 4.0.14

Most likely it is just the old PHP causing you the problems, but sice you have to upgrade, you may as well get them all done. You should upgrade anyway if this is a public server since there are sooo many dangerous security holes in your current versions.
