Free Shipping/flat rate shipping in zone

I need to be able to allow for free shipping or flat rate shipping of $0.0 for orders that will be picked up at the offices. I have set the flat rate zone to UTAH and a flat rate charge of $0.0 but when I run my test the flat rate option does not show up. I am also using the USPS function and that seems to work fine. Anybody have a suggestion?

My store is about to go live if I can work this issue out.

Thanks for the input, I looked at the free shipping contribution but it doesn't do what I need.

The real issue seems to be the way the zone information works in my shipping module. what I am trying to do is set the shipping zonefor "flat rate" to Utah. My understanding is that if the buyer's address is in UTAH then the flat rate shipping charges should be available on check out. However, when I set the flat rate zone to utah it does not show up on check out no matter were the billing address or shipping address is.

Any suggestions?
