Banner Problem? Or is it me?

OK, I'm new to this but I do have some limited experience with PHP.

I have followed the guide to the letter (somewhat difficult since it seems to be written with an older version of osCommerce in mind). I created my banner, went to the Banner Manager and did what I believe I was told to do, yet nothing.

I still get the banner that came with the installation. I'm at a loss. Could someone please tell me what I might be doing wrong or what file I need to modifiy to get this going.

To be honest, I am having this same problem in several areas. They just don't seem to be covered in the guide. Items such as the shipping and privacy notices. I can see where the program takes me (i.e. shipping.php) but don't see what I need to modify.
