Can't connect to MySQL server on '207.44.142.34' (111)???

hi there,
I am getting the error message above - I'm quite confused because I can connect to MySQL Server via php, so the IP address etc is correct...

If it has something to do with the chmod settings, could someone pls explain in lamens terms how I access the file and change it to 777...?
I'm using dreamweaver and have no idea what I'm supposed to right click on...?

I'd like to add that I've searched the forums here and on the oscommerce site... but with no luck.
the osCDox guide here only applies to 2.2, but I can't even upgrade to 2.2 without getting this error...??

This has nothing to do with file permissions. You are not able to connect to the mysql server. If it is on the same machine as your install, the mysql server should be localhost.

If it is a remote server you are connecting to, the remote mysql server must be set up to allow remote connections from your osCommerce server.
