Update Currencies in Admin

Need HELP! I can't update Currencies in admin I receive this error:

Warning: The primary exchange rate server (oanda) failed for US DOLLAR (USD) - trying the secondary exchange rate server.
Error Error: The exchange rate for US DOLLAR (USD) was not updated via xe. Is it a valid currency code?

Things I've tried to fix the error message:

1. Several times Deleted currencies in my database and reinstalled
2. Using Beyond Compare to compared new files with current file including all currencies files, application_top and localization file all files matched
3. Checked url in browser for updated at http://www.oanda.com/convert/fxdaily?va ... &exch= url works
4. Checked the url in the admin for update calls up https://www.myurl.com/catalog/admin/cur ... ed728dfae5 doesn't work when clicked I receive the error message above
5. Rechecked the valid currency code - they are correct.

I have PHP 4.3.10 installed on the server. Has anyone received this type of error and fixed it? Any help would be greatly appreciated!
