Unable to get UPS shipping quote

This is the first time I installed a max cart, and I set it up identically to my other cart. I set the zipcode and location under configuration->ship/pack and enabled the UPS module... this should work, but for some reason it just displays

We are unable to obtain a rate quote for UPS shipping.
Please contact the store if no other alternative is shown.

Any reason this doesnt work? I've ruled out the possibility of a proxy or firewall blocking it from reaching UPS' site as I have a plain oscomm cart installed on the box and it works fine.

I used the latest stable OSCMAX release.
