Shipping & Low Order Amount Does Not Show

Hi,
I'm very new to websites & oscomerce. My site is working well except when a purchase is made. In checkout I'm using a table rate based on price. I'm also using a paypal cart and checks & M.O. At checkout in the shipping preferences it list the shipping rate as (Best Rate with the correct amount). I have no other options installed but table rate. When you continue, the shipping price or the Low Order Fee ($2.50 below $25.00) does not show anywhere. Therefore the customer goes through the whole process and pays no Shipping. I do not have Free Shipping installed. Everything seems to be configured correctly it only shows at the intial checkout. My only salvation is at Paypal with my table rate there. I even tried it with the paypal shipping disabled in Paypal. There is no salvation if someone chooses to mail a check or M.O. any suggestions?
