Default newbie tax question

I'm sorry if I'm being stupid.

I've been configuring my install and I'm just about ready to go live, but I can't get the sales tax to work. I followed the instructions at http://wiki.oscommerce.com/docsAdminTaxSetup
as best I could, but they don't seem to be quite accurate, and in any case it's not working. What I need is to charge CA residents 7.75% and everyone else nothing. Is there any more documentation or does anyone have any ideas? I'm stumped.

I found the directions a bit confusing myself maybe this will help

1 in tax zones click on insert and Put CA in the Zone name and California in the description click insert

2 You should now see Ca listed. Now click on the yellow folder, country will come up now click on insert under country select US and then under zone select Califorinia.

3 Go to tax rates and click on new tax rate and fill out the form.
taxable goods
Ca in zone
7.75 in tax rate
CA sales tax in description
I left the priortity blank

You should now be set up

No, that didn't do the trick.

Before I noticed this problem, I had made a few minor modifications. It may be that one of them messed up the tax thingy. Thanks,

But here's another weird thing that may or may not matter. When a customer creates an account, there's a place for her name, address, post code and country, but nothing for (US) state. The state never shows up in the address. The more I think about it, the more that does not sound right. How can the cart know how much to charge?

It works fine out of the box.....

Go into you admin and check your Configuration - Minimum Values - State. This might be Zero thus does not display? If zero - change to 2. If that don't work then compare your code with a stock version to see where the code was modified.

I found what was wrong. Basically I was having a problem because I was being STUPID. I didn't have the right value in the following admin setting: config, customer information, state.
