Zone name not showing, just zone code

I've stumbled upon a wierd problem. When my customers are in checkout after entering their zone (in my case regions of Sweden) and continue to shipping options their adress shows with only the zone code and not the zone name.

In admin/orders the adress shows correctly so i tried copy paisting the section in functions/general.php in the admin/includes folder to the general.php in the catalog version but nothing happened.

Any suggestions?
