Mixed Downloads + Physical Product = No Shipping

When I have a download product and a product that should have shipping, I get a 0.00 shipping charge. Downloads work fine and product works fine separately. But together showing no shipping charge. (using table shipping)

Could someone else verify this is a bug?

Yes this is a bug.
We had to recode this as the logic is flawed.
I will try to locate the corrected code and post it here.
