remove the new .htaccess files. Some servers don't like them, and use the .htaccess files from rc2

the .htaccess file from RC3 has 2 mistakes in it:
near the bottom,

#<IfModule>
php_value session.use_trans_sid 0
php_value register_globals 1
#</IfModule>

the php_value need to be commented out, I assume the devs forgot to to do it, so it will read,

#<IfModule>
# php_value session.use_trans_sid 0
# php_value register_globals 1
#</IfModule>

If you check correctly, the .htaccess files from RC2 have these corrections.
