I'm trying to set up a tax 21 % for ireland, but everything I try do not work, please explain me somebody how it works and what is the differents between

It's a 3 step process........
In Admin under "Locations / Taxes":
Tax Zones
Tax Classes
Tax Rates

Zone - create a zone (if you have only one - make sure there is only one)
"Ireland" (must match the ZONE name in "ZONES") and discription of say "Ireland - GOODS AND SERVICES TAX"

Classes - create any classes you need (if you deal with more than one tax scheam) - remove any you don't need. (THIS IS WHAT YOU WILL SELECT FOR YOUR ITEMS)

Rates - Assign a rate to the CLASS and ZONE with a priority of 1 or more.....

Done!
