Shipping module problem

I am having a major issue with adding shipping modules. I have the table rate working however when I added free shipping it doesnt show. I have tried turning off (not uninstalling) the table rate which only removes all shipping methods from the shipping page. I have even tried installing/enabling some of the other shipping methods and those also do not show up either. The only one that will work at all is the table rate. I have tried other things such as repair on the database, etc. with no such luck.

I really need to fix this asap as it is the only thing pretty much for opening our cart up to the public.

Ok I am finally making some headway here. I finally got the flat rate (using flat rate to test) to show up along with the table rate. I need to be able to show free shipping on the selection as well. I still can not get it to show up.

I know this really isnt an answer but I made a work around by creating a "free rate" shipping module from the flat rate module as a guide.

I am adding this as - is for anyone who is looking for something like this.

Basically I needed this because certain customer groups and customers we would be offering free shipping to them. It appears that the free shipping module does not show with zero weight which was the reason free shipping option was not there.

Another thing I found is do not use the same sort order. For example if you have 2 with sort order of 0 they will not show correctly.
