The product download remaining count is subtracted when the customer chooses to cancel download. Is this how it should be?

Default RE: Product download count deducted when canceling download

Yes, because there is no way for the software to know they have cancelled, since the file transfer is handled by the webserver not the php script. The php script deducts one as soon as it is passed to the server for file transfer. There is no passback from the server (you would have to rewrite the webserver code, or have the php script handle the file transfer).
