not installing

i am trying to install oscmax 2 but cannot get past step 7.
i get the following error
The configuration files do not exist, or permission levels are not set.

Please perform the following actions:
cd /home/jcselec/public_html/oscmax/includes/
touch configure.php
chmod 706 configure.php
cd /home/jcselec/public_html/oscmax/admin/includes/
touch configure.php
chmod 706 configure.php

i have set the permissions on these files and also confirmed that they exist
but still says the same error. can anyone help me with this problem please.

Set to 777 then after set to 644 or 744

i have already set the files to 777 and still get the same thing saying that they either dont exist which i know they do or the file permissions are wrong which they are not.
i have already installed creloaded, zen cart, mambo, and crafty syntax live help on my store. so usually installing is not a problem but this has me beat as far as i can see there is no reason for it to not install. any one any idea's please.

Delete the files and re-upload and CHMOD to 777 (also maybe try 706????).

Also could this be hosted on Windows with IIS and not APACHE?

This install script is the SAME as OSCOMMERCE (CRELOADED is based on also). There is no problems with the script that I can reproduce to cause this error.

thank you that worked fine just one thing though after installing i went to admin and store and got page not found.
i then had to rename admin configure.php to admin configuration.php why since doing this no problems.
