    Default .htaccess > web.config

Seeing as not everyone is runing on a linux based server I was wondering if there was any thought as to also including web.config files or at least notes for those that are running on a Windows server? There are solutions like ISAPI re-write but I am thinking there are alot of people that do not have the ability to install or are gun shy when dealing with this stuff.

Nope. Not from me. We do a fair bit of handholding on server issues, that really are not the remit of a software application. If people wish to trust their web infrastructure to Windoze, then good luck to them. The wiki written by PGM goes a long way to helping 'doze users but you'll notice there are no explicit guidelines on Apache directives, for any platform, for example.
Just my personal view and not that of the Team as a whole. Someone may come along and oblige.

Some hosting providers even provide an automated installation, in addition to a free demo.

We will not be including this in the core, but a separate contribution could be packaged up. I don't think any of the dev team use IIS or even have access to it, so we would need someone in the community to create the contribution. Any volunteers?

not from me either. All my platforms are based on a non-proprietary OS and open source web server.
