help with debuging the RewriteBase in SEO URLs

i'm having trouble setting my rewritebase. no matter what i do, the project pages just dont work. getting an error that says "Not Found - The requested URL /catalog/teas-c-3.html was not found on this server. Apache/2.2.14 (Ubuntu) Server at oscmax.dev Port 80" right on the page.

Is there a file or a way to test/debug what the rewritebase "should be" on my apache setup? I tried /catalog/, /catalog, nameofsite/catalog, etc...

fixed it. I had to make sure the rewrite.load file was properly installed into the
"mods-available" and "mods-enabled", directory under apache for unbuntu. now SEO URL's are working!
