Installation Step 7 - Configuration file does not exist I Got the following error when installing at step 7:

The configuration files do not exist, or permission levels are not set.
Please perform the following actions:
- cd /usr/www/users/vscomp/catalog/includes/
- touch configure.php
- chmod 706 configure.php
"
- cd /usr/www/users/vscomp/catalog/admin/includes/
- touch configure.php
- chmod 706 configure.php
Permissions are all set to full access but what is touch configure.php
