I would suggest you have a look at Custom Web Design and Programming. Freelance Programmers. Outsource Web Development Outsourcing and post a bid to have a template created. I used a freelancer from there to create my site(link via pm so you can see)

Cost me about $125 US to have a custom template created. They also provide an escrow so you don't get ripped off. The Freelancer that did my work was Msolutions7. They have a pretty good portfolio. Can be rather slow though you have to keep chasing them. They will make pretty much unlimited modifications until you are happy though so don't hesitate to just keep going at it until you are happy. Don't feel obliged to accept the first thing they give you.
