cannot get Banner ads to run

Hi,
I've tried all the methods mentioned in these forums..changing group to 468X50 etc..
looking in header /footer no change..if i add banner code..no change from template to template..

doesnt' show on bottom or on top..

please advise..

i dont know what more in the way of details I can give you.

The banner that I create are not showing on main page and i've fiddled around quite a bit..also template changes dont make a difference

i want a banner ad to be above the top blue row..eg. above the site frame.
