Delivery Confermation loops back to checkout_shipping.php

Using any checkout, the first page loops back to checkout_shipping.php over and over.

Did you add a weight for your product?
Do you have a shipping module set up?
Do you have any payment modules set up?

Did you add a weight for your product? I just did, before I didn't and everything worked fine.

When I have wieght set to 0, it doesnt ask for shipping, and you can check out fine.

If you put in a weight, it asks for shipping address, but gets stuck at that page.

Turn off downloads and set weight back to zero. See if that works.

Where do you disable downloads?

I disabled downloads and removed the product weight, does the same thing still.
