a problem of the paypal payment method

i face a problem of the paypal payment method. of course, it works well all time, but when somebody checkout, the page jump to the paypal, he find there is no money on his paypal account, then he close the page. when he got his money on paypal ready, he found he can't find a button leading him to pay the orders. it's just a ended order! this condition occurs too when he change his idea after close paypal page by mistake or no determination to pay.
i think it's a important problem. anybody help me plz?

I think this is normally how the cart behaves
But I am sure the items would still be there in the cart
Isn't?

no, the items will be clean out. because the order have been confirmed. all items have been clean out too. i thinks there is something wrong with logic, between the oscommerce payment method and the paypal modules. if the orders is confirmed after jump back from paypal site, it will work well. but now, it's comfirmed before this, so if one close the paypal page, then the order finished and the payment don't be sent.
