GIFT Vouchers not going to Queue

Hmm ok I tried it, still doesn't seem to be working. But I did do it with the PWA option, don't know if the person purchasing the gift voucher needs to have an account because of the digital download? Any suggestions?

This does fix the voucher, and does get sent to the queue now. Thanks for the help.
