Taxable item: Net price & tax issues

Hello everyone:

I'm coming across the following issue.
Here is the scope of the problem for my store:

-I've created 1 Tax Zone for the state of California (CA).
-All items are categorized as "taxable item".
-This creates a lower "net price" and "gross price" in product details

Problem id: Customers outside the tax zone CA are being charged the "net price". I would like them to be charged off the "gross price."

Example: For a "taxable item" at $14.99, the net price = $13.xx, while gross price = $14.99.

Fix I have tried:

1. Changing products to "non-taxable item" - doesn't work - tax isn't charged.

Hopefully someone has a fix, since I'm not quite sure how to have the gross price become the value for non-taxed customers.
