I would ask your host to do it for you then. It is possible to change the permission on Windows servers ... (although I wouldn't use a Windows server if at all possible.)I'm using a windows server and cannot change permissions...

I want to find out how oscmax works and installed it under WIN 7 with XAMPP and have the same problem. For a friend I will have to install it under WIN XP and expect, to have the same problem.
Thank you very much.

Oh boy, this is gonna be fun for you guys. Can't wait for the questions to come pouring in !
It is so easy to change permissions in windows you are going to kick yourself:
Right click the configure.php file in explorer. Click "Properties" and check the read only check-box. Done.

Thank you the write protection worked. Very simple! I tried to solve the problem via the security options of the property panel … Sorry for my stupid question but if I start something wrong headed it is sometimes not easy for me to find the proper way out.
