    Default Setting up tax for in-state and out of state

    I think I have set up the store right, yet the taxes are not working.

    Tax Zone is Texas
    Tax Classes are non taxable - Taxable Goods - Taxable Item
    Tax rate is Texas, taxable goods, 8.25%

    Products are set to Taxable goods.

    Right now, the store appears not to charge taxes on anyone, Texas and other states (at least when I tested it by creating 2 addresses for me, one in texas, one outside in CA)

    When I first got to the store it was the other way around and I am not sure what I could have done to make it do the opposite. Everything I have done so far was to create new zones, but I have since deleted them.

    Any ideas?
