Coupons are messed up

Hello Have a huge problem with coupons. I set up the coupon as 15% off and have orders coming through receiving up to 30% off others 23%. Why is this happening? same code and everything just not the right discount

Right at Christmas too when we have the most sales of course.

Also for some strange reasons orders over 600 or so aren't getting charged shipping but this never happened before.

What do I do to resolve this issue?

Also, which shipping methods are used. eg, table rate values.

Total: $635.17

Another example

Table rate: you've set a max. of 500 - that's why anything above that is free shipping.
Add 1000:24.99 or whatever rate.
That's that one fixed.

[Though, as a customer, I'd expect that the more I spent, the less the shipping would be - or is it just because i'm a tight-fisted Scot? I can understand cost rising with weight but not with spending.]

Could it be that the coupon amount is looking as though it's variable due to the order in which it is applied? i.e. before/after shipping cost.
Look at Admin, Modules, Orders Total
I'm sure there's a bit of explanation in the wiki documentation, someplace.

ok so got the shipping thing fixed the coupon issue is the big one is it something to do with the limited categories?
i want the unlimited uses thing that is fine.
Why is it calculating a different percentage is my question?

That would make sense if the other coupons did the same thing but that isn't the case. As you see in the examples different amounts and still the same percentage and the one example had a totally different percentage.

Should i just delete this coupon and make a new one and hope for the best or what is suggested action to take to fix this.
