I am have 2 problems one of which is really important.

1. When people pay using the credit/debit card option. I get a notification that an order has been submitted, but about 50% of the time, no payment has been made through Paypal.

2. Tried to add the Gallery contribution from OSC followed the directions, read the support forum but for the life of me I can not get it to work. It was linked from here but it seems the install is not a direct plugin?

Is there anyone who can help? Willing to pay...

Specifically which contribution? Very few contribution are a direct plug-in, requiring some form of tweak/coding to suit particular circumstances. This is particularly the case for osCommerce mods. within osCMax. For example this week I altered the scrolling New Products from osC, to be better/easier to install in 'Max. Now, it nearly is a drop-in module. [Not much good for general purpose use but that's another subject and it suited the client.]
