| If you are using the automated fedex labels (vermonster) contribution, edit the file admin/ship_fedex.php and comment out the lines you don't want your admin staff to use. Around line 575. If you are talking about the fedex shipping module that your customers see, then edit includes/modules/shipping/fedex1.php and comment out the lines you don't want (around line 33).
