Just though I would share this with everyone, I have now become an expert on BTS here is the link for the FAQ contrib it is based on the fallback template

You are probably using IE... you need to disable http 1.1 in the advanced options of IE or it will fail. Then, close all IE windows and reopen a new instance of IE. Come back to this thread, and the download will work.
