country/state flat shipping cost?

any one can help me, i nee to make a flat shipping module based on costumer country/state , any one now how to do that?
Somthing like shiping by ZONES_TO_GEO_ZONES.

The is a default ZONE shipping in OSC and osCMax, ADD the number of zone needed BEFORE you "install" it...

Read the comments in catalog/includes/modules/shipping/zones.php file....

By default, the module comes with support for 1 zone. This can be
easily changed by editing the line below in the zones constructor
that defines $this->num_zones.
