radio button help

my gateway wants me to add a question to the checkout proccess of my cart...something like "do you agree to the shipping and returns policy" and if they dont select yes they cant procceed until they do......so what i need help in is a radio button script that if yes is selected they can go to the checkout_payment.php page and if no is selected they stay on the checkout_shipping.php page till they select yes....hope this is stated in a way that makes sense...any help would be great thanks alot

Just change the wording to your own "term and condiitions" or "Policy" or whatever....
