Feature Request - Single location email templates.

I would be nice if we could work on a system where email structures are generated from a single template file.

For example I ran across this issue today: I wanted to edit the format of the 'Order Update' email to include the new status change in the subject line. So in my search to find where this email is generated I came across four possible locations! It turns out when you are viewing an order by clicking 'details' and you add a comment the notification email is generated in googlecheckout/inserts/admin/orders2.php. (even though the payment was paypal) .

So when modifying email structure to add personalizations you have to edit several locations. (pending you find them). *edit* this would mostly benefit admins who change their structure frequently to add promotional text and such.

Any thoughts on this?
